The law was first written by the British Hong Kong Goverment on 1952, to provide for the establishment and regulation of the Civil Aid Service and Civil Aid Service Cadet Corps; and for connected matters.
The Civil Aid Service was formed in 1952 and modelled after Civil Aid agencies in the United Kingdom. It is now an auxiliary emergency force under the government, which which assisting search and rescue operations in Hong Kong.
香港政府於1952年仿傚英國政府防空救護隊（Air Raid Precaution Corp）成立民眾安全服務隊。初期為一個備戰的輔助組織，而現在是香港保安局轄下的輔助紀律部隊之一，負責在發生天災人禍時，輔助正規紀律部隊進行救援工作和維持治安。
